Tracey Bailey is a senior advisor with more than 25 years of experience leading and supporting complex public-sector, transportation, workforce, and infrastructure initiatives. Her work focuses on turning strategy into implementation while ensuring equity, workforce participation, and small business inclusion are embedded throughout program delivery.
Tracey has supported major initiatives across Illinois, including developing ConstructionWorks for the Illinois Tollway and contributing to statewide efforts such as Illinois Works. She also served as Equity Lead for the Blue Ribbon Commission on Transportation, helping shape recommendations related to equity, governance, workforce, funding, sustainability, and project delivery.
Jasmine Williams is a strategic growth, grants, and program development consultant with more than a decade of experience helping nonprofit and public-sector organizations turn ideas into sustainable programs and measurable results. Her work centers on expanding access to education, employment, funding, and opportunity while strengthening the organizations that serve historically under-resourced communities.
Jasmine’s expertise includes grant research and writing, program design, policy development, performance management, reporting, training, and organizational capacity building. She has supported organizations throughout the full project lifecycle—from identifying funding opportunities and developing program concepts to establishing performance measures, managing implementation, and communicating impact.
Kimberly A. Youngblood is a nationally recognized government relations, public policy, development, and organizational strategy executive with more than 30 years of experience helping organizations advance policy priorities, strengthen partnerships, diversify revenue, and improve organizational performance.
Her career spans associations, corporations, nonprofits, and public-sector initiatives, with expertise in federal and state government affairs, advocacy, government grants and contracts, fundraising, corporate partnerships, coalition building, and strategic growth. Kimberly has represented organizational interests before Congress, federal agencies, governors’ offices, state legislatures, and regulatory bodies while building relationships across government, business, and community sectors.
Ayton H. Taylor is a business development and marketing professional with extensive experience helping small businesses strengthen operations, expand market opportunities, and build strategic partnerships. His work spans business development, capacity building, marketing strategy, technical assistance, and relationship development.
Ayton has served as a consultant and project manager for initiatives with the Illinois Tollway and Illinois Department of Transportation, supporting small and minority-owned businesses with business assessments, certification, training, technical assistance, and access to contracting opportunities. Through the Illinois Tollway Technical Assistance Program, he recruited firms, facilitated training, connected small businesses with prime contractors, and helped create partnerships that contributed to securing Tollway contracts.
